Olague may have a low base health but his defense is top notch and his self shielding makes him hard to break. He just loves shields so will give himself one regularly, and his ult, although annoying, turns him into a wall when used correctly and his awakenings just work. If his passive functioned during the ultimate, Olague could easily be a legendary defender.
